Complete a Celu Tower Gold run, acquire a Ving Thor item from the chests at the end of the boss fight. Once you do, start another Celu Gold run, then talk to the Robed Man right in front of the boss door. He will take your Ving Thor and grant you the Thor Plugin: The Thunderer in exchange. Eternal Hell
